Why this is not a programme

A handbook that exists in one language, in a building where eleven are spoken, is not a policy. It is a rumour.

This is sold as operational fluency, not as a social initiative. It lowers risk, shortens time-to-useful, and stops the slow leak of people who left because nobody ever explained the rules in a language they could act on.
